If you have a device that CAN run Apple Intelligence you need to turn this off as well as the general Apple Intelligence setting. Settings > Screen Time > scroll down to Content and Privacy > turn on Restrictions > Intelligence and Siri > turn off the first three options

I get that big (Important) universities stopping taking PhD students is horrifying and a very scary signal AND PLEASE know that these cuts started years—decades—ago for the institutions 'we' decided were Not Important, including K-12 schools, non-R1s, small but poor LACs, etc.
