Over 50,000 US draft dodgers sought refuge in Canada during the Vietnam war. Wouldn't surprise me that US refugees might start seeking political asylum soon enough. That happens when you live under a dictatorship.

This US Presidential pardon thingy sounds a whole lot more like a Monarchy than it does a Democracy. Apart from the opportunity for corruption, it surely must contravene the notion of the separation of powers i.e. judicial sanctions overridden by the executive.
