In a deck without blue, permanents absolutely can be your interaction. Stax can use permanents to take opps off the win. But while not really stax per se, permanents can also be the way we protect our own win without blue counterspells to back them up. I'll use some examples from godo.

Here’s a brewing tip that I follow: when you create a deck without blue counterspells, the stax IS your interaction. You just have to make sure it’s effective and that you can play it without blowback. Your interaction is permanent based and hits 3-4 players at the same time.
