I've been thinking that Cyrodiil being all default fantasy-like is actually pretty peak and works in favor of the more bizarre aspects of TES lore. If I recall correctly, Kirkbride initially wrote the heart of the Empire being more bizarre and unique, but IMO, it being just fantasy Rome is cool.
