Someone help me understand the negotiation: if Mexico is able and willing to send 10k troops to the border, why does it require trump to threaten tarrifs for it to happen? Why Mexico want to look like they got punked. Perception is that Trump's tactic worked.

Multiculturalism is not the problem. Multivaluism (if that is a word?) is. You can't have differing core values. No one cares about praying differently or celebrating different things, but they care if values clash - and this can happen in the same culture too.
