Do bike helmets and seatbelts stop car crashes from happening? NO! But, they reduce the harm caused by crashing. Harm reduction won't change the unregulated toxic drug supply, but it will reduce the harms/brain injury/deaths caused by it. Harm reduction doesn't eliminate harm, it reduces it!
