Much talk of #coalitionofthewilling, given veto-players within NATO and EU. If such is to be financed through mutually assured debt, then an instrument similar to the ESM will be needed - managed and guaranteed by the Treasuries and Defence Ministries of the participating countries. 1/

A route for organising European defence and its financing is through the EU, though unanimity among the Member States is needed. It will be necessary to overcome veto threat from Hungary and Slovakia.
