Não é esse o argumento do fio, que discute mudanças institucionais. Ainda que “ficar em cima do muro” possa configurar um crime (pode ser prevaricação, por exemplo), não faria sentido algum incluir isso em uma denúncia com foco em crimes contra o Estado Democrático.
