The simplest way would be if the Council does to avoid 'EU integration' debate (although has to be qual majority vote, not unanimity). Technically speaking, state leaders will be sending the 'Brussels army' to conflict zones and not, say, 'Hungarian soldiers', which is politically easier to accept.

If there are European politicians (i.e. Commissioners, MEPs) in parallel to national ones, why not EU soldiers in parallel to existing national armies, whose loyalties would lie with EU and under supranational chain of command? Open to any EU citizen?
