To host the Olympics a country must guarantee that they will allow all athletes, officials, etc into the country. There have been some ways to get around this during the Cold War but that was for non-recognition of countries (like East Germany) but this is clearly against specific athletes

35 years ago, in the night of 19-20 February, the dismantling of the Berlin Wall in the Potsdam Square area began. Former East German border troops started taking down a two-kilometre-long segment of the Wall between Brandenburg Gate and Checkpoint Charlie.
