Dry peas,Dry beans, kidney beans and navy beans Lentils,Chickpeas,Black-eyed peas/Cowpeas grown by American farmers and sold to USAID to the tune of $2 billion worth of commodities a YEAR! They have to get on the ship to be paid for. Oops!

FEMA does not have enough funding (cost), it takes too much time to rebuild and restore, and the Scope of "Fix Everything" is too broad. So lets think about what the Federal Government excels at and let FEMA do that and then go home and leave it to the states to finish.
