If administration doesn’t expiate the contempt, it will get tricky. Boasberg will refer the criminal contempt to DOJ, which will decline. Then he says he’ll point an outside prosecutor, but not clear that’s constitutional or Supreme Court will uphold. But if they do, then Trump still can pardon.
