What a silly man. Ukraine and Russia can have bilateral talks at any time without an intermediary (happened in 2022), or with any willing intermediary (happened in 2022 in Türkiye). If there are UA-RU talks, the two parties can agree to any number of intermediaries, it's not a U.S. decision.
