Quotas help for sure, but what strikes me about this is the same as the classical music example: anonymity. When all you have is the work, you judge the work, not the worker. We need to anonymize more systems so that applications rely more on skill than demographics.

Settings --> Content and Media --> Thread Preferences. This is where the settings for "Sort Replies" are. The new default is "Hot Replies First". This is algorithmic. If you do not want that, there are other options that are chronological (and reverse chronological).
