Actually, C-SPAN did get permission. They publicly thanked Johnson on Dec 31 for "giving C-SPAN permission to have TV cameras controlled by C-SPAN inside the U.S. House Chamber" for the Speaker vote and counting the Electoral College votes on Jan 6.
