Windows 11 NEVER removed support for Legacy (non-UEFI) bootloader systems. Here's a trivia, since Version 24H2 aka Windows 11 2024 Update, the IoT Enterprise (and LTSC) edition lacks the enforced hardware requirement checks for UEFI, TPM, RAM, and CPU used as long it has SSE4.2
