Military analysts in the German Defense Ministry assess that Russian forces in the bases in Tartus and Latakia (Khmeimim) are preparing their complete withdrawal. Security guarantees are only limited to their peaceful withdrawal. They also asses that the port of Tartus has already been abandoned.

Basically what’s happening with Iran and Russia now is they are in the bargaining stage of grief. After over-extending for years and propping up the Assad regime as part of that process, they’re understandably decoupling from failure Assad to save themselves but trying to do so without losing face.
