What they could do quickly, though, was freeze federal grant funding. They froze the grants first to make it seem like they would have the power to quickly freeze federal funding for education writ large.

The timing of the Dear Colleague Letter was strategic! It threatened to withhold federal funding for public education institutions that use DEI, knowing that they wouldn't be able to change the law to make that happen so quickly.

The *threat* of withholding federal funding for those practicing DEI is not the same as freezing federal funding for research grants precisely because the former is related to the law.

He reminds institutions that if they are abiding by the 14th Amendment, Title VI, etc., then you are still acting according to the law today.
