If an LAPD officer responds this way they are unfit for duty. Maybe they're tired, untrained, incompetent, or their mom died today. Doesn't matter, they need to be removed from field. If I wore a badge, I wouldn't feel safe serving with them. Why tolerate it in their ranks? (I only have theories.)
