A judge can use civil contempt to indefinitely detain someone until they comply with a court order (e.g., return migrants from El Salvador). Since civil contempt is not a crime, it is not subject to presidential pardon.

Once you establish that people can be punished because the administration doesn't like their speech, expanding the bounds of who can be treated that way becomes inevitable.
