According to the law, specifically 32 U.S.C. § 328, it not only empowers a Governor to order National Guard troops to duty, it also empowers a Governor to decline the National Guard even though the President orders to duty Governor Gavin Newsom, needs to show that Orange-Ass MF who the boss is!
