The issue with this argument is: Publishers don't pay researchers nor do they pay reviewers. AI is obviously a problem for science, for many reasons some of which discussed here, but if it kills the scientific publishing industry, it might actually have a good outcome for once.

This why the culture in an admin matters so much. Do you, as a group, care about the abundance of detail and are you able and willing to bear the costs necessary. Doing government right means serving EVERYONE equitably. That has to be the central tenet of organizational culture.
