The issue with this argument is: Publishers don't pay researchers nor do they pay reviewers. AI is obviously a problem for science, for many reasons some of which discussed here, but if it kills the scientific publishing industry, it might actually have a good outcome for once.

Ich bin fassungslos und zittere noch am ganzen Körper. Ich wollte nur im Regio von Salzburg nach Freilassing fahren, da stieg Daniel Thym in den Zug, brüllte, dass die Gerichte bei nur ein wenig rechtswidrigen Zurückweisungen mitspielen würden und schlug daraufhin den Rechtsstaat kurz und klein.

This why the culture in an admin matters so much. Do you, as a group, care about the abundance of detail and are you able and willing to bear the costs necessary. Doing government right means serving EVERYONE equitably. That has to be the central tenet of organizational culture.

18F, the federal government’s technology shop, was demolished by Musk’s team shortly after midnight. It was a cost-recoverable org, charging agencies for their expertise, using a consulting model. Its cost to government was negligible, its benefits huge. My team there once saved DoD $500 billion.
