USAID provides emergency aid after natural disasters, tries to improve child health and nutrition, promotes good governance, funds literacy programs and programs that empower women, works on food security, etc.

And so it begins. Have been struck these past months, mostly in the precedents set by a failure to restrain breaches of territorial integrity in Lebanon, Syria, Iran, Israel & Yemen that the norm of territorial integrity as the basis of our contemporary legal order is fading. But … game on Panama.

The Governor General's power and authority is limited at the best of times. It's important to keep that in mind. She can encourage the PM to demonstrate he has confidence, but that assumes that he's willing to meet with her.

I can't decide if a) we live in a time of unprecedented information unreliability b) info was always this unreliable, but we're bombarded by so much of it now that it's easier to see c) info was always this unreliable, but the stakes were lower because most people had less range of action

I've said this before, but the fact that legal academia (especially at top schools) has significantly turned away from concern with doctrine—in helping judges figure out how to resolve hard cases—creates an opportunity for those lawprofs who want to have actual influence on how law develops.

Fascinating view into a process very few of us get to see. Putting on my risk hat, some of the proposed terms would make it *very* difficult for TikTok to properly assess and manage some of its risks, or have confidence in their compliance posture. I don't envy the team tasked with those jobs.
