I think this is a price/exchange rate thint. In March, Russian govt gold USD value up +$12bn or +5.6%. US gold prices up +8.8% so maybe they actually sold some. Russian foreign exchange up +$3bn or +0.8%. Yuan gained +0.5% and euro +4.1% so exchange rates could explain it all.
