And there it is. The primary "program for special needs" that the DoE administers is enforcing the law that schools provide disabled students with their Section 504 mandated Free and Appropriate Public Education. But the Office for Civil Rights at the DoE is everything this administration hates.

I no longer have Bilirakis the lesser as my rep due to redistricting, but I'm still on his mailing list. I just got this email. 9000 people attended his telephone town hall last week. I used to dial into those, and would be surprised if the number of callers normally broke triple digits.
