Of course it was a Hitler salute. I'd really like the author of the ADL post to clarify what's meant by healing - do they think we should make peace with or stop commenting on Nazis? Perhaps invite a Nazi over to dinner from time to time? History has shown where going soft on Nazis can lead.

Interesting! I don't think they do as long as you have done it and can argue that the research complies with the APSA guidelines. I've seen approvals by university ethics boards or public agencies; if psychologists usually use that ethics commission I cannot imagine someone would contest it.

My recollection from the literature as well. Bureaucracies in political economy are mostly seen as amorphous, power maximizing machines. Very negatively. I see this in a different light now that I understood many (Americans) distrust civil servants

In my recollection Germany had this problem with pension policy outcomes already in the 1990s.
