From 1990-2020, there were 20 QBs drafted 1st overall. While of course careers are unfinished, middle 4 QBs (9th, 10th, 11th, 12th) in career AV are Vick, Mayfield, Luck, and George. Burrow will likely push George off that list next year or the year after. Basically 5 out of 20 were complete busts
