That's exactly what it does. The only way this makes ANY kind of impact is if an extremely large portion of the general public does this in protest of the current government and makes it abundantly clear that's the reason.

Reality: Adult can go to unknown plastic surgeon A + pay $$$ for questionable results OR go to popular plastic surgeon B + wait for a year + pay $$$ for good results OR jump through insurance hoops & wait a year for an in-network surgeon for questionable results for deductible + whatever they decide

Intersex people exist. Trans people exist. They are unusual, so trying to apply the usual approximations is as silly as trying to apply Newtonian physics to things moving close to or at light speed. Legislating such things is as insane as legally ruling that Pi=3... as has been done in the past.
