Saskatchewan was one of the coldest places on earth today, and this might be the coldest day that Saskatoon sees all year, but there were no public daytime warm-up shelters available for people who are unhoused because it is a stat holiday. Is frostbite what Scott Moe means by Saskatchewan Strong?
