Its very similar to how Boeing was guaranteed a permanently profitable business from their position in the airliner market as long as they didn't crash their planes and they were like "ah but what if we cut the 'dont crash the planes' budget just a little..."

in hindsight... id really doesn´t matter. that fucker can throw 40 billion out the window easier than I could like 10k.
