Crux: The NEP (New Education Policy) does not have a formal legal framework in the sense of a law enacted by Parliament or a court case. It is merely a "policy". To withhold funds because a Central "policy" was rejected by a State is plain blackmail, and an insult to the State's voters.

A friend sent me some 1980s catalogues from a Biswanath Studio in Calcutta that collect the shop’s readymade wood blocks. They feature delightful lettered units in Bangla and Latin mostly. I find it particularly educational to see the same phrases lettered in dozens of different styles.
