Sweden is divided into four different electricity regions with different prices. About 10x price difference is not uncommon. Bottlenecks in transmission capacity seems to govern the present borders of the regions. Svenska kraftnät is currently evaluation if the regions should be changed.

Electricity price in country A= 10 cents/ kWh country B= 5 cents/ kWh Same population in A & B. Connect A to B, then price is 7.5 cents/ kWh in both. A wins, B loses.
