The “Skills vs Content” debate is a mirage and a false dichotomy. “Skills” (or competencies) need content for substance; you always have to think about something. “Content” needs cognitive complexity & needs to be used or it’s just trivia.

Caught not taught: Grading in K-12 schools schools is often inconsistent from classroom to classroom. (For evidence, see the highly cited "A Century of Grading Research" literature review). This inconsistency may stem from a lack of explicit training for educators.
