The people running the federal government hate New York City and want to punish people who live here for (by and large) having views and living lives that they dislike. Any gussied-up justification is working backwards from that desired result

To which the State of New York and NYC should respond: a. We will see you in court; and b. We will proceed to impose the tolls unless a judge orders otherwise. I don't think USDOT's legal arguments hold even an ounce of water.
