Categorically there is NO fraud by Medicaid beneficiaries. The fraud is all done by providers: ambulance companies, nursing homes, hospitals, etc. Businesses defraud Medicaid, not people. Cutting Medicaid doesn't stop this. The companies will keep defrauding a smaller budget.
