In Trump’s America, cruelty is government policy, designed to stoke fear. This was not always the case. In 1954, the Senate, the media, and the American people rose up against Joseph McCarthy, exposing his cruelty. ‘Have you no sense of decency, sir?’ asked Joseph Welch. A bully was vanquished.
