(1) People, it's called Flooding the Zone. Not Trump, but his handlers (e.g., Steve Miller, Kash Patel, etc.) who see him as only a useful tool/fool, are intentionally flooding the zone so that the entire citizenry--not just the immigrant citizens--will be overwhelmed and *paralyzed with fear*.
