When I was a 13 (1996) I was a foreign exchange student, went to Russia. The Yeltsin/Clinton administrations wanted bored wheat-belt kids hanging out with bored wheat-belt kids, presumably to foster cooperation, I guess maybe stop something like Putin from happening.
