2 ways the government could raise money. 1)DVLA to charge £10-20 to change the keeper details when you buy a car. Most people don't buy cars often, so a small charge wouldn't effect them. 2)Charge foreign cars to use the UK roads. Buy at tax when you arrive at the Port £50 pa. Administered by DVLA.

With the fall of the Assad, people who fled the civil war will probably be hoping to return home. I expect they are waiting to see what comes next before deciding if it is safe. Surely countries who granted asylum should do the same. Not many evil regimes have been replaced by something better?
