At yesterday's Exec Cmte meeting, they did that thing again where a councillor says they're going to refer or table a report but lets everybody else talk about it first. That's not supposed to happen & I finally snapped & wrote a song about the procedure bylaw. #yqrcc

Vote on referring the REAL budget to budget week. 10 vote yes, Clr Bezo votes no. Bezo tried to abstain but abstentions are counted as No votes, so he changed his vote to a no. #yqrcc

Bezo: I understand this is the only time we've planned to spend 5 days on teh budget. Clerk notes that they have *booked* 5 days. There's a new council and may need more time. But could get budget done in less time and that would be fine. #yqrcc

Clerk reiterates that budgets are all being referred to Mar 17. And notes proposed official city budget comes out Mar 4. Everything gets rolled forward to a fulsome discussion when all information from city & partners are all together. #yqrcc

Bezo: There is a lot of information. Means we can't have a discussion up front. [Yeah… but you discuss budgets during budget. That's the procedure.] #yqrcc

Zachidniak: We have ability to approve whatever we want but REAL did commit to coming back w/ alternatives. #yqrcc

Bezo: So if we say no, REAL can bring another budget? Clerk: What we're doing is procedurally moving discussion to the week of the 17th. At that time, council can make amendments or direct REAL or any entity to make changes. #yqrcc

Flores wants to double check what happens if vote no. Clerk says council doesn't usually debate referral motions but this is a presentation from a major partner so have discussion but this gets referred to budget. #yqrcc

Zachidniak: Do you recall where we got that money? Citymgr: Part was General Fund Reserve. The remainder was fleet reserve. #yqrcc

Zachidniak: I said I wanted REAL to come back w/ alternatives. They noted they may have to come back for additional funding outside budget cycle. How deal w/ that? Citymgr: Can't say. We don't have a budget yet. There were requests in the past & we came back w/ options. #yqrcc

Zachidniak notes that what they're doing is referring this report to budget deliberations. They aren't making a recommendation about REAL's budget. That discussion happens during budget debate. #yqrcc

Zachidniak asks REAL for suggestion of reductions to budget b/c otherwise council may have to consider ideas on floor during budget. REAL says they understand this is a significant ask & they may have to do some work & come back w/ revised budget. #yqrcc

Radons is looking at out of scope vs in scope labour & suggests REAL needs to "look at the top" for savings. #yqrcc

REAL: When you compare 2019 to 2025, there is a shift in in and out of scope labour. But have to consider change of business. #yqrcc

REAL: Since 2019, we've incurred inflation of 19%. But we have increased number of tenants. In 2019 we had 2 major events, outdoor classic & garth brooks, we don't have events like that in 2025. In 2022 we outsourced food & beverage services. Previous was in house. #yqrcc

Side note… we have 3 items after the REAL budget: Recycling program changes, road renewal program update & boundary alteration property tax exemptions. I'll probably have to bow out after REAL is done. #yqrcc

REAL: We are competing w/ other venues in town or other cities that provide funding to their arenas & convention centres. We're struggling to be profitable & it's going to take time. #yqrcc

Rashovich: How many people come through REAL every year? REAL: We estimate 3.5mil visitors a year. Rashovich: Imagine everyone pays an extra buck? REAL: That's why we're looking at initiatives like user-pay parking. #yqrcc

I like how half the time Rashovich's contribution is, "Gosh. That question you answered earlier, seriously, I have that question too."

REAL: But we are looking into 2026 through 2029 b/c that's how you get those major trade shows & conventions. #yqrcc

Bachynski: We're looking at 2026 now? REAL: WE are looking at what additional acts we can get in 2025. WE have 20 confirmed concerts. We have a few more that'll be announced. #yqrcc

Mancinelli: We're setting a budget. I don't want to see REAL crash. I don't want to collect money out of people's pockets for a what if. Zachidniak: Clr, we're doing questions right now. Mancinelli: Well! I got away with a lot! Thanks very much! #yqrcc

Mancinelli: Understand why city had to have REAL's back through pandemic. But we have to set budget at this time. Knowing this is an ever expanding market, we should be a little more optimistic w/r/t what you sell. #yqrcc

Mancinelli: That was a pretty loaded answer so we're doing pretty well today. #yqrcc

REAL: We have a new board & we're excited to dig into what lines of business we should stay in and what we should get out. #yqrcc

REAL: You'll remember the funding for FROST. That was important for city but REAL never generated a profit. #yqrcc

REAL: To do deep dive on profitability, we'll need funding. If there are things that aren't generating revenue, we have to get out, or the city has to understand what they're funding. #yqrcc

REAL: The MNP report from Jun 2024, highlighted we needed to look at REAL's business model & look at business areas that generated revenue to cover overhead costs. They indicated we'd need some level of funding to do that. #yqrcc

Mancinelli: If we save 1% on millrate by taking $3mil off , and ask you to earn that back through operations, would I not be having your back or is that just asking that a job be done. REAL: That's loaded. Mancinelli: So am I. [laughter] #yqrcc

Mancinelli: At what point do we put responsibility for financial viability back on REAL? Why wouldn't we put it back to you to have the commercial success instead of taking money from taxpayers? #yqrcc

Mancinelli: You were $1mil to the good on one portion of the budget? REAL: On tradeshows & conferences, we exceed budget for 2024. #yqrcc

REAL: When you look at what we provide, you can take away the corporation, but you have to look at the services. #yqrcc

REAL: To be honest, all of us have that conversation w/ our own neighbours. To Clr Froh's motion, we're going to have another review. If you take away REAL, Cooperators 6 arenas driving tournaments to the city, [runs through names of buildings & things REAL hosts] #yqrcc

Flores: So there are smaller areas where you could reduce ask but will be taking on some risks. REAL: We can look at that. For capital, for instance, that's a concern for board including safety risk that creates. #yqrcc

REAL: WE can reduce operating costs but note that that comes w/ risks to ability to generate revenue and provide desired service levels. #yqrcc

REAL; Operating ask is $1.4mil over last year. We did best to manage our $2.8mil loss. But operating is so variable. If we have great revenue, we can look at continuing to reduce costs. But might have impact on service levels. #yqrcc

REAL: On cashflow funding, we asked for $4mil last year to keep doors open. We hope that is not case this year. We are advising we may need that. The financial team at REAL shares cashflow model w/ city staff. We're collaborating w/ city team #yqrcc

REAL: If REAL can't make debt repayments, that will come back to city for repayment. On capital, we're at the minimum ask of $1mil. We could look at reducing, but there are a lot of buildings near failure. W/out funding, we could be back at council asking for emergency dollars. #yqrcc

Flores: What would happen if you didn't get your budget ask. Is there a way to work w/ a status quo? REAL: Can you clarify about asking reducing capital, debt or operating? Flores: All of it. #yqrcc

Flores: We've all heard from community. We have a sense of what REAL does & doesn't do. Sometimes people come w/ own ideas on how to do REAL's work. #yqrcc
