Much like how appropriations are a law, and how there's another law that says the President has to spend them as appropriated, there's *also* a law for this specific circumstance, the Administrative Procedures Act, which says federal courts "shall hold unlawful and set aside" nonsense like this.

1/ I'm again teaching an introductory economics course, by request. I'm using a free online text, that has pretty good instructor support (quizzes) and covers the material quite well. The organization is openstax.org/foundation and has a number of different options. It is a great source.
