The government started giving DHS military gear and training in 2017, along with increased discretion and immunity, and few educational requirements for hiring in an increasingly bad economy with high unemployment. It's been scaling up since then, and it's a recipe for disaster.

The suspension clause is found in Article I. Meaning it is a Congressional power. Unilateral executive action would be unconstitutional according to all separation of powers cases, which are still respected by SCOTUS. At least as of today.

Just a reminder that most of Trump's executive orders are nothing more than press releases. After he ordered the Corporation for Public Broadcasting to pull funding for NPR and PBS, the CPB responded that it is authorized and funded by Congress and is not subject to the president's authority.
