This is an interesting thread. Thinking about it, the Federation is pretty much the only pop culture government that is represented as GOOD. There are a few in fantasy—Valdemar, maybe LOTR elves?—but it seems to crop up more in SF, and a lot more in an alien UN where the struggle is humans joining.

My 10-year-old is reading a YA horror novel in which there's a monster in the school basement, to which you get sent if you fail all your tests. But, he worries, the monsters have no food source beyond the occasional child sacrifice. No wonder they keep trying to get out. "Justice for monsters!"
