Imo Dome/Helix Fossil should allow you to evolve it into Kabuto/Omanyte as soon as it's placed Otherwise it's too slow. You can't look it up with PokeBall, and by the time you place it you've got a useless 40HP sack I guess it's good you can place energies on it, but it's not enough
