My controversial take would be that institutions in areas prone to natural disaster should invest in stable physical infrastructure before dumping more and more money into digital XYZ. The endangered archives are about to be most libraries in NYC (floods), LA (fire/quakes), etc.

Disasters scar cities and rebuilding doesn't remove them. They can only fade with time and memory, and our world is being cut deeper each year. A missing home, bar, or park continues to exist in the memories of residents as psychic scars. A ghost each time they pass the empty lot or new building.
