Stephen Miller's ridiculous screed that a Federal Judge cannot order Garcia returned to the US because of lack of jurisdiction over El Salv is irrelevent. The Judge has jurisdiction over the US Gov., which effected Garcia's imprisonment, and can clearly, if so ordered, effect his return. How absurd.
