My current working hypothesis is that most of the outrageous policy changes are head fakes and distractions. The primary objective is theft of data from Treasury, OPM, USAID, CIA, . . .. What it took Google and Meta years and $$$ to collect they get in two weeks for free. Riches forever after.

"Flood the zone" relies on limited resources available to respond (media, lawyers, public attention). Could work both ways. IANAL, but maybe seeking multiple broad preemptive injunctions of everything contemplated in Project 2025 in selected courts could tax their available legal staff.
