Jersey City is 14.75 sq mi, meaning over past 15 years, it permitted enough units to increase its housing density by 3,420 units/sq mi (some of those units won't be completed; in 2023, it had 9,354 units/sq mi). That is crazy densification. The city of Portland has a density of 2,310 units/sq mi!
