Fun fact (which blew my mind): CO2 emissions from China's iron & steel sector are nearly twice as large as emissions from the country's entire transportation sector! While we are in the formative phase for any technology, it is vital to try it out. Government dollars at that point are very high leverage - they get new ideas on the table. Carrots win early on. Once we know what works and what we like, regulation becomes much more realistic. Sticks later.

This post highlights that it is not the change in average conditions - like temperature - but the increase in overlapping bad conditions that causes disasters. In statistics-speak, it is the long tails that matter, not the norm.
