Instead of saying "that's rhetorical" (because everything is rhetorical), say what kind of rhetorical strategy is being used. For ex: they call destroying the government "eliminating fraud, waste & abuse"? That's eulogistic covering: hiding something odious by calling it something praiseworthy.
